Yes it is true...template inherits works for either subsilver2 or prosilver.

It's only in there twice...within the includes file is set the spam threshold which is set to 5. As anyone can add anybody to the database I thought a spam score threshold would be best so that false positives aren't registered. You can change this number in the includes file $sfs_threshold_score = ...

RE: posting, no idea I haven't tested it as I haven't spoofed my IP to be able to do so...probably not though there isn't a big slow down on registration.

There is no need to do a restore...if it works on the index page but not on the portal page then you are missing edits on the portal page (cookie js).

You didn't refresh the styles theme in the ACP and/or reload your browsers cache (usually CTRL + F5). This question has been asked and answered a few million times not just on here but also in the support section of the mod at phpBB.com. A search would have answered your question.
